One document that often comes up when people research Park View City Islamabad is the official NOC restoration letter issued by the Capital Development Authority (CDA). Here’s what it actually says, in simple terms.
The letter, numbered CDA/PLW/RP-1(51-A)/89/641 and dated June 1, 2018, was sent by CDA’s Regional Planning Directorate to Mr. Imran Anwar Bhatti, CFO of Park View Enclave (Pvt) Ltd — the company behind Park View City. Its subject is straightforward: restoration of the Layout Plan approval and NOC for Park View City Housing Scheme, located in Mauza Malot, Zone-IV, Islamabad.
Some background helps explain why “restoration” was needed. The project had originally received Layout Plan approval in February 2013 and NOC approval in May 2014. At some point, an access-road issue came up — specifically around the 100-foot access road connecting the society to Kuri Road, the main artery road. This led CDA to withdraw the earlier access-road approval (referred to in the letter as “ICA 05/2018”).
Park View Enclave then submitted a revised proposal for the 100-foot access road from Kuri Road, along with formal letters confirming withdrawal of the earlier arrangement and accepting CDA’s terms and conditions. Once CDA reviewed and approved this revised access-road plan, the access issue was considered resolved.
As a result, CDA restored both the original Layout Plan approval and the NOC for development — with immediate effect, as stated in the letter. The letter also carries a standard condition: any future violation of the terms set by the CDA Board would render the approval null and void again.
The letter was signed by Muhammad Arshad Chouhan, Director Regional Planning, and copies were sent to several CDA departments, the Securities and Exchange Commission of Pakistan, and the Chairman CDA’s office — which is fairly standard for official NOC correspondence of this kind.
In short: the 2018 letter doesn’t grant a brand-new NOC — it restores an NOC and Layout Plan that already existed since 2013–2014, after an access-road dispute with CDA was resolved.
